Tara Misra

Tara (T.J.) Misra is a founding member of the San Francisco-Bangalore 2020 Committee. After a BA in History from the UCLA Honors College with a focus on revolution and innovation cycles, she managed in-school educational programming for the California Shakespeare Theater. She holds a Masters of International Affairs specializing in Security and Conflict Management from the Institut de hautes études internationales et du développement in Geneva, Switzerland. During her masters, she worked for the United Nations developing business partnerships in the area of disaster risk reduction. She is the founder of The Rhône Pacific Group, a company focusing on public-private partnerships as a means of addressing issues that threaten the welfare of individuals and communities across the globe.

Judith Wilbur

JUDITH F. WILBUR (Board President 1996) is currently a member of the Board of Directors of Wilbur-Ellis Company, 870 Market Street Association and the Flood Ranch Company as well as Chair of the Brayton Wilbur Foundation. She also serves on the boards of The Asia Foundation and the Asian Art Museum Foundation and Commission.

Wilbur is Past President of the Commonwealth Club (1996) and Former Chair of the Asian Art Commission (1981-88), the New Asian Project (1994-03), and the “Essence of Indian Art” Exhibition (1986). She was a member of Give2Asia (2006-11), KQED (1985-88) and the Civic Center Community Benefit District (2011-12), Hillsborough School Board – Trustee (1976-81) – Chair (1976-77) and Hillsborough School Foundation (1977-78).

Sean Randolph

Sean Randolph is President of the Bay Area Council Economic Institute, a public-private partnership of business, labor, government and higher education that works to foster a competitive economy in California and the Bay Area, including San Francisco, Oakland and the Silicon Valley. The Economic Institute produces authoritative analyses on major economic policy issues, including infrastructure, globalization, energy, science & technology, and governance, and mobilizes California and Bay Area leaders around targeted policy initiatives.

Dr. Randolph has previously served as President & CEO of the Bay Area Economic Forum, which merged with the Bay Area Council in January 2008, and as director of international trade for the State of California, where he developed trade strategy and directed international business programs to stimulate exports and introduce California companies to overseas markets. Before service with the state, he was Managing Director of the RSR Pacific Group, an international business consulting firm specializing in Asia and Latin America, and prior to that served as International Director General of the Pacific Basin Economic Council, a 15-nation international organization of leading U.S., Asian and Latin American corporations.

His professional career includes extensive experience in the U.S. Government, including the U.S. Congress staff and the White House staff. From 1981-85 he served in the U.S. State Department on the Policy Planning Staff, as Special Adviser for Policy in the Bureau of East Asian and Pacific Affairs, and as Deputy/Ambassador-at Large for Pacific Basin affairs. From 1985–88 he served as Deputy Assistant Secretary of Energy for International Affairs, where he managed nuclear non-proliferation, energy research, and global oil and gas issues.

Dr. Randolph holds a J.D. from the Georgetown University Law Center, a Ph.D. from the Fletcher School of Law and Diplomacy (Tufts and Harvard Universities), and a B.S.F.S. from Georgetown’s School of Foreign Service, and he also studied at the London School of Economics.

From 2007 – 2012 he serves as chairman of the San Francisco Bay Conservation and Development Commission (BCDC), a California state commission that regulates development in and near San Francisco Bay and works to ensure its environmental integrity and maximum public access, where he remains a member. He is also a member of the District of Columbia Bar Association, the Council on Foreign Relations, and the Pacific Council on International Policy, and he serves on the Boards of Directors of the Bay Area World Trade Center and the University of San Francisco Center for the Pacific Rim, and on the President’s Advisory Council of Excelsior College (New York). Dr. Randolph speaks frequently before business and government audiences, and writes for U.S. and international media on global, national, state and regional economic and policy issues.

Vish Mishra

Vish Mishra has been a venture capitalist with Clearstone Venture Partners since 2002. Clearstone is an early-stage technology fund with over $650M in committed capital with offices in Santa Monica, Palo Alto, California and Mumbai India. Notable Clearstone investments are PayPal (eBay), Overture (Yahoo), Kazeon (EMC), Integrien (VMware), Mimosa (HP), Ankeena (Juniper), Cetas (VMware), Bill Desk (India), Rubicon Project, United Online and Vast. A Silicon Valley veteran, Vish has over 30 years of leadership and management experience in the technology industry covering computers, internet, communications and software. He has served as a founder of Telera (sold to Alcatel) and co-founder of Excelan (sold to Novell), generating over $1B in revenues. Vish has also served as a CEO and director of several startup companies.

Vish is very involved with Clearstone’s India strategy and investments. He has spoken at numerous industry and academic gatherings on topics of entrepreneurship, investing and business-building. He has been frequently quoted in media and publications. Through Clearstone’s two dozen investments with global operations, Vish brings direct knowledge about global investing and business trends.

Vish holds a BSEE from the Institute of Technology at Benares Hindu University, India and MSEE from North Dakota University. Vish’s community involvement includes TiE (The Indus Entrepreneurs), a global network of entrepreneurs and professionals dedicated to the advancement of entrepreneurship. He is the former president of TiE Silicon Valley, a Trustee of TiE Global Board, an advisor to Silicon Valley Center for Entrepreneurship at the College of Business at San Jose State University, and a former director of India Community Center in Silicon Valley, the largest facility-based Indo-American center in the U.S.

His other philanthropic endeavors are Bay Area chair for AkshayaPatra, a mid-day meal provider to poor Indian school children serving 1.4 million meals per day. Vish also is a founding board member of San Francisco Bangalore Sister City Committee since 2009.

Vish is a recipient of Angel Island Immigrant Station’s Immigrant Heritage Award, has been listed among the “10 Influencers in Silicon Valley” by San Jose Mercury News, and is also named one of the “10 Famous Indians in Silicon Valley” by Silicon Indian Magazine.

Regis Kelly

Hon. Scott R. Heldfond

He is a Director of Aon PLC, a Global Insurance Brokerage (NYSE:Aon). His previous firm, Nasdaq Insurance Group, LLC owned by the Nasdaq Stock Market was sold to Aon in 2009. Mr. Heldfond is also the Managing Partner of eSEED Capital, LLC, a technology-focused merchant banking firm since 1999.

Mr. Heldfond serves on the Board of Mendocino Brewing Company (NASDAQ:MENDO). He also serves as an advisor to UB Group(India) and Kingfisher (India). He also served as a Director of HomeGain, Inc( sold to Classified Ventures), a private venture backed company and UBICS, a NASDAQ traded firm that provides information technology staffing and solutions for domestic and international businesses. Mr. Heldfond has also served as a Director of Galoob Toys, NYSE;GAL, which was sold to Hasbro.

Mr. Heldfond holds an undergraduate degree from the University of California, Berkeley and completed graduate studies at the University of San Francisco Law School. He is a Commissioner and the President of the Civil Service Commion for the City and County of San Francisco. In addition he serves as an advisor to or on the Board of Directors of a number of local, statewide, and national charitable and community service organizations. Mr. Heldfond is the retired Honorary Consul General to the U.S. for the Republic of Rwanda.
